Every family that books a villa in Cyprus runs into the same problem. Seven or eight destinations all describe themselves as family-friendly, the photos look more or less identical, and there's no obvious way to tell which one actually suits a four-year-old.
Ayia Napa, Pernera, Protaras, Larnaca, Paphos, Aphrodite Hills, Latchi. They're genuinely different holidays. The sea is calmer in some than others, a few put you within walking distance of a shop and the rest don't, and the airport transfer ranges from a quarter of an hour to a full hour with a car full of tired children. Those three things decide most of the trip.
The short version: Protaras and Pernera are the safest bets if your kids are small, because the bays are shallow and sheltered and you're only about 45 minutes from Larnaca Airport. Larnaca itself is the pick if you want the transfer over with as fast as humanly possible. Aphrodite Hills is for families who'd rather not leave the gate. Protaras: Shallow Water and Short Walks
Protaras is the strongest all-round base for families with young children, and Fig Tree Bay is most of the reason why. It's a wind-sheltered cove, and the sea stays around waist height for the first twenty metres or so, which is the difference between watching your children and standing in the water holding them.

That last point sounds minor and isn't. When the beach is close, you get a slow breakfast, wander down with the buckets, and you're back before anyone melts down about a nap. When it's forty minutes away, every beach trip becomes a whole production with a car boot involved.
What to Check Before You Book in Protaras
Two things worth asking about specifically. First, whether the pool has a shallow end or a fence, because plenty don't and the listing photos won't tell you. Second, how far the nearest supermarket is. People fixate on beach distance and then discover they're a twenty-minute walk from milk.
It's also worth asking which stretch of Protaras the villa is on. The coastline runs a lot further than the photos suggest, and "Protaras" covers more ground than most people picture.
Pernera: Protaras Without the Crowds
Pernera sits between Protaras and Ayia Napa and gives you much the same coastline, shallow sandy coves, calm water, minus the busy restaurant strip in the evenings.
The bays here are smaller and nobody's putting them on a postcard, which is exactly the appeal. They stay reasonably quiet through the middle of summer, so you're not setting an alarm to claim a spot on the sand by eight.

Ayia Napa: Depends Entirely Which Side of Town
Ayia Napa can work brilliantly for families or be a complete mistake, and it comes down to where the villa sits. The coast west of the harbour, particularly around Nissi and Makronissos, is calm and family-oriented. The town centre near the strip is not, and isn't trying to be.
The party-town reputation is fair for parts of it. But Makronissos Beach has soft sand and a gentle slope into the water that stands up against anything in Protaras, and it's a different world from the strip a few minutes away. What you give up is walkability. A villa out near Makronissos means driving five or ten minutes to reach the busier restaurants, so you're not strolling home from dinner. Most families who book this side decide quiet evenings are worth the drive.
Nissi or Makronissos?
Nissi is the famous one. More scenic, considerably busier in July and August, with a small islet children can wade out to. Makronissos is longer, emptier, and the better call if you've got an afternoon nap to protect and would rather not be next to a speaker.
Both are a drive from the main strip. Neither is a walk.
Larnaca: Land, Unpack, Swim
If minimising travel time beats everything else on your list, book Larnaca. Villas here can be ten to fifteen minutes from the airport, and nothing else on this list comes close.
Anyone who's done a late flight with small children knows why that matters. Beyond the transfer, Larnaca has Finikoudes Beach, a long sandy promenade lined with palms, and the Salt Lake just outside town, which fills with flamingos in winter and makes for a flat, easy walk if you're pushing a buggy. It isn't a resort town in the way Protaras or Ayia Napa are. Evenings are quieter and the restaurants lean local rather than tourist. That's a downside for some families and the whole point for others, which is why Larnaca tends to show up on people's second and third trips more than their first.
Aphrodite Hills: Everything Inside the Gates
Aphrodite Hills is a gated resort development near Paphos, and it's the obvious answer for families who want golf, a beach club, kids' clubs and restaurants all sitting inside the same secured community as the villa.

One thing to know: the development sits slightly inland on higher ground, so beach access is via a resort shuttle rather than a walk. It's an extra step compared with a beachfront villa. Most families here have decided the on-site pools, restaurants and activity schedule more than cover it.
Paphos: Space Over Sand
Paphos is for families who want a villa with proper grounds rather than a beach-first holiday. The coastline is rockier in places, so the selling point here is space, gardens and a slower pace, not shallow swimming bays.
It's on the western coast, about 15 minutes from Paphos International Airport, so the transfer is negligible if you're flying in directly. That extra space suits a particular kind of trip: the villa is where you actually spend half the day, and the beach is a bonus rather than the schedule. Older kids who can handle uneven, rockier shorelines do fine here, and Coral Bay is a proper sandy beach with lifeguard cover in peak season if you want a straightforward beach day.
Latchi: Quiet, Even in August
Latchi is the quietest family option on the island. It's out near the Akamas Peninsula, and it suits families who'd choose a nature walk and an empty beach over a restaurant strip.
It's around an hour from Paphos Airport, further out than anywhere else here, and that distance is precisely why it stays the way it is. Under-sixes and you want the shortest walk to safe water: Protaras or Pernera. Travel time matters more than anything: Larnaca. Golf and a beach club without leaving the gate: Aphrodite Hills.
